2021 – Study on transparency and meritocracy in management positions of AMB related entities
Funded by the Área Metropolitana de Barcelona. The study examines and establishes criteria for the measurement of transparency and meritocracy in AMB related entities.
2021 – Study on the transposition of the EU Directive 2019/1937 on the whistleblowers’ protection: risks and recommendations
Funded by the Área Metropolitana de Barcelona. The study provided recommendations for the transposition of the Directive based on the available data and testimonies collected in the fieldwork.
2020 – How has the European Union completed the German STC from May 5, 2020
Analysis of the German Constitutional Court’s judgment on purchases by the Bundesbank and the public sector debt purchase program, and its completion by the EU.

2020 – Evaluation of compliance with the obligations of active advertising by professional associations
Study prepared by the Council of Transparency and Good Governance and the Fundación Hay Derecho.
2020 – Study on meritocracy in the designation of top managers of the state public sector and independent authorities
This study assesses the level of professionalization of our public business sector and regulators, for the professionalization of institutions is a key element in their proper functioning since its reverse is usually politicization.
2019 – Evaluation Report of Constitutional bodies and Regulators
Transparency assessment on constitutional regulatory organs prepared by the Council of Transparency and Good Governance with the collaboration of Hay Derecho.
2019 – Evaluation of the Independent Authority of Fiscal Responsibility (AIREF)
A pilot project of the ranking of institutional evaluation undertaken by Hay Derecho, initiative through which we intend to contribute to the improvement of institutions in Spain developing quality indicators that evaluate the functioning of our bodies.
2018 – The Prosecutor’s Office: proposals for improvement from a comparative European perspective
A comparative study of the Prosecutor’s Offices in Spain, Portugal, Italy, France, and Germany, in collaboration with the ALDE Group.
2018 – Revolving doors in the AGE and the role of the Conflict Interest Office.
Rigorous analysis of the known phenomenon as “revolving doors” that refers to the movement of professionals that move between the public sector and the private sector.
2017 – Stability in employment and worker protection in case of dismissal
An analysis of the European legal framework and debate of proposals for future reforms in Spain. Prepared by Hay Derecho with funding from the ALDE Group.
2016 – Impact of statutes of limitations in corruption cases affecting EU financial interests
Fundación Hay Derecho participated in the preparation of this report coordinated by Transparency International Italy, whose objective is to analyze different frameworks to identify which legislative weaknesses may affect negatively to the efforts made to pursue the corruption, with special attention to the damages that may result of the protection of the financial interests of the EU.
2016 – Provincial Councils: keys for a necessary debate
The aim of the study is “to contribute data and rationality” to the debate on councils, since today it continues to be “poor and ideologized”.

Our Foundation is deeply concerned with corruption. Hence, we set out to locate the greater focal points of political corruption in Spain.

This study analyzes the performance of the Spanish Court of Accounts in comparison with the main European Courts of Auditors.
